General Statement of Job
This position manages and
coordinates all clinical, financial and administrative application su! pport
resources of the Information Technology systems anal! yst team.. This employee
oversees the performance of major implementations and general routine
maintenance and support across all business lines at the District. This
position is responsible for developing and maintaining application quality
control processes that meet or exceed documented IT standards. This position manages the Information
Technology applications support team and ensures that application
implementations, maintenance, problem identification and resolution are
compliant with documented expectations.
Specific Duties and Responsibilities
Essential
Functions:
Provides leadership for Systems
Analysts and supports the development of project team goals and performance
accountability standards.
Ensures HIPAA and HITECH compliance
through utilization resources including auditing and training appropriately.
Collaborates with the Assistant
Director of IT Services and IT Project Manager to ! ensure resources are properly
allocated to appropriately manage new implementations while continuing to
provide high levels of customer services to existing applications.
Reviews vendor proposals and
recommends IT solutions appropriately. Manages application support vendors and responds
to issues escalated by staff.
Participates in managing installation
and/or changes of relevant hardware and software. Participates in planning, meeting and
documentation of project processes. Collaborates
with the Assistant Director of IT Services and organizational management to
determine priorities.
Provides leadership to quality
assurance/testing of applications reports/implementation processes prior to
customer delivery of any application changes.
Assists with annual HIPAA, HITECH
and IT policy and procedural updates.
Provides support for any District
audits.
Leads the development, enforcement,
maintenance and co! ntinuous improvement of application implementation,
standards, docum! entation, policies, and procedures.
Develops and maintains positive
customer relationships with all internal and external customers.
Participates in annual budgeting
processes and strategic planning sessions.
Adheres to all District Policies and
Procedures.
May travels to remote locations
on-request appropriately to provide support.
Emergency duty may be required of
the incumbent that includes working in Red Cross shelters or to perform other
emergency duties including, but not limited to, responses to threats or
disasters, man-made or natural.

Position Qualifications
Education:
Bachelor’s degree in Computer
Science or related field required.
Experience:
Five (5) to seven (7) years
experience in implementing and supporting hardware and software required. Three
(3) to five (5) years of management experience leading a team of systems
analysts or other IT professionals required. Experience in health care preferred.
Licensure:
Valid driver’s license required.
Valid Florida driver’s license required within six months of hire.
