General Statement of Job
This position requires knowledge of all aspects of patient care services work. Effective skills in one-to-one, small group, and large group communication; conceptual thinking; negotiation; political process; marketing and public relations; budgeting and forecasting; project management; personnel management; materials management; technical writing; coaching; and planning. Ability to develop and implement quality management protocols. Provide guidelines for proper direction and motivation to all personnel under his/her jurisdi! ction. The Emergency Department Nursing Manager is responsible! for assisting the Director of Nursing in planning, implementing and evaluating the emergency nursing services to ensure the delivery of high quality and competent patient care. The ED Manager is responsible for the coordination of the emergency care in delivering evidenced based nursing practices and processes.
The Emergency Department Nurse Manager is an experienced level nursing leadership role that coordinates the delivery of patient care in the Emergency Department on a full-time basis. Performs in the role of professional staff nurse, plans, delivers and evaluates nursing care to designated patients under the direction and supervision of the Director of Nursing. The Manager may take a patient assignment when business or operational needs dictate, in order to ensure a high quality patient care delivery system.
Specific Duties and Responsibilities

Essential Functions:
Facilitates mechanisms designed to guide the provision of emergency nursing! care required for all patients:
Participates in the design and development of systems compatible with the ANA Code of Ethics, Emergency Nursing standards, the goals and resources of the organization, and changing societal/community needs and patient/family expectations.
Assists DON with developing, maintaining, and evaluating organizational planning systems to facilitate the delivery of patient care services.
Assists with the development of standards of nursing practice and standards of care with nursing leaders.
Advocates organizational processes that allow for creativity in the development of alternative plans for achieving desired, client-centered, cost-effective outcomes.
Promotes the integration of applicable contemporary management and organizational theories, nursing and related research findings, and practice standards and guidelines into the planning process.
Assists and supports staff in developing and maintaining competency in the plannin! g and management of transitions.
Advocates integration of policies ! into action plans for achieving desired client-centered outcomes.
Utilizes clinical, human resource, and financial data to appropriately integrate standards of nursing and patient care, facilitating continuity across a continuum.
Ensures DON is informed of critical issues within assigned departments; reporting managers and staff are fully informed on organizational issues and development; collaborates with other departments relative to changes originating within the nursing department that potentially impact their individual operations.
Provides training and coaching to staff for the selection of qualified candidates. Adheres to facility policies and procedures as well as utilizes facility departmental resources for management of operations.
Provides a leadership role in professional, community, and governmental bodies that shape healthcare policy, thereby contributing to the development of the health care delivery system, and better health care for society.!
Provides leadership direction in the identification of clinical nursing goals and directions.
Collaboratively participates with nursing leaders in the development and implementation of systems and processes to achieve clinical and administrative goals.
Evaluates and revises the systems and processes of organized nursing service to enhance achievement of identified, desired client/family-centered outcomes.
Provides leadership and support to nursing management in critical thinking, conflict management, and problem solving.
Ensures the ongoing evaluation and innovation of services provided by organized nursing services and the organization as a whole.
Supports the research process, dissemination, and utilization of research findings in the areas of nursing, health, and management systems.
Serves as a professional-role model and mentor to motivate, develop, recruit, and retain staff and future nurse administrators.
Collaborates with recruiter to! develop successful recruitment and retention strategies.
Initiates! and leads departmental and cross-functional transitions. Applies "best practices", eliminates barriers, and gains organizational support for change.
Promotes an environment for harmonious relationships among personnel, medical staff, patients and others.
Evaluates her/his own performance based on professional practice standard, relevant statutes and regulations, and organizational criteria.
Engages in self-performance appraisal on a regular basis, identifying areas of strength as well as areas for professional/practice development.
Seeks constructive feedback regarding his/her own practice.

Participates in the development, implementation, and use of a system for preventing and reporting abuse of patients, patient’s rights, and incompetent, unethical, or illegal practices by health care providers.
Acts as the Patient Ombudsman to facili! tate all communications with patients and when appropriate to their fam! ilies to comply with organization's duty to inform patients about the outcome of care per regulatory standards.
The ED Nurse Manager ensures the delivery of patient care on the Patient Care Unit through planning, communicating, directing and evaluating individual nursing staff activities, in addition to collaborating with the medical and allied health team.
Directs and delegates patient care assignments to staff.
Makes patient care assignments based on patient needs and staff skill mix.
Monitors staffing needs and utilizes the staffing grids to assure proper skill mix to meet patient needs.
Utilizes Hospital wide and Patient Care service policies and approved nursing procedural manuals as standards for nursing practice.
Provides for concise shift-to-shift report.
Provides feedback to staff regarding quality of patient care and makes appropriate recommendations for improvement.
Promptly communicates all pertinent patient care, physician or pat! ient/family issues to the unit manager
Provides supervision and guidance to obtain, document and charge for resources.
Ensures staffing and scheduling with patient assignments and acuities are documented.
Provides suggestions and recommendations to improve resource allocation.
Acts as a liaison between patients/families, physicians and other involved departments
Assists families post-expiration, completes paperwork with regard to body release, belongings.
Emergency duty may be required of the incumbent that includes working in special needs or Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Position Qualifications

Education:
Bachelor’s of Science in Nursing (BSN) degree required. Master’s of Science in Nursing (MSN) preferred.

Experience:
Minimum five (5) years of experience in Emergency Nursing Management in an acute care setting required.

Certification:
CPR, ACLS and PALS Certifications required. National Certification in Emergency Nursing preferred.

Licensure:
State of Florida, Registered Nurse license required.

Training:
Knowledge of Florida Nurse Practice Act, TJC requirements; budget preparation and management principles; current nursing management theory and practices; infection control practices; and quality improvement ! practices, and Evidenced Based Practice required.
