This is a Human Resources Student Trainee position serving as a member of the Department of Navy's (DON) Civilian Human Resources Community, which is responsible for effectively developing and delivering personnel management policies, systems, guidance and programs to enable the DON to inspire, develop, and compensate its civilian workforce. Individuals will be placed in the Department of Navy's Pathways Internship Program. This Internship Program provides an opportunity for college students to pursue work that is relevant and beneficial to their academic studies. Work assignments are of li! mited scope and complexity and are designed to assist the trai! nee in their career development. Trainees provide assistance to higher level HR personnel performing a variety of routine tasks.

If selected for this position, you will be appointed to the excepted service. Upon successful completion of the Pathways Internship requirements, you may be eligible for noncompetitive conversion to the competitive service to a developmental HR position in DON's HR Career Program. This conversion is at the agency's discretion.

Who May Apply: Appointment to this program is restricted to those currently accepted for enrollment or those enrolled in a qualifying educational institution on a full or half-time basis and seeking a degree or certificate. Unless claiming veterans' preference, appointment is also restricted to students residing in the local commuting area of Jacksonville, Florida, as supported by the address provided in your application package.

Positions may be filled at the GS-4, 5 and/or 7 levels.
This is a Part-Time Position, and Permanent Change of Station (PCS) Expenses and/or Relocation Expenses are NOT authorized.

KEY REQUIREMENTS

Suitable for Federal employment as determined by background investigation.

Must be a US citizen for conversion to the competitive service.

The HR Student Trainee will receive training in the principles, concepts, work processes and regulations in one or more functional area of personnel management. As an HR Student Trainee, your major duties will include, but are not limited to the following:

Provide advice and assistance to serviced organizations on routine, less complex human resources problems.

Process routine personnel actions, ensuring conformance to federal regulation! s and policy.

Provide human resources services to assigned fun! ctional areas by interpreting and applying personnel instructions. QUALIFICATIONS REQUIRED:

PROGRAM ELIGIBILITY REQUIREMENT:
You are eligible if you are currently accepted for enrollment or enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. MINIMUM QUALIFICATION REQUIREMENT FOR INTIAL APPOINTMENT TO THE GS-04:

In order to qualify for the Human Resources Student Trainee position, GS-0299-04, you must meet the program eligibility requirement stated above AND the educational requirement stated below.

Completed 2 full academic years of post-high school study or an associate's degree. ( NOTE: You must submit college transcripts or a list of itemized courses that includes transcript-equivalent information, i.e., course title, semester/quarter hours, grades and degree earned.)

MINIMUM QUALIFICATION REQUIREMENT FOR INTIAL APPOINTMENT TO THE GS-05:

In order to qualify for the Human Resources Student Trainee position, GS-0299-05, you must meet the program eligibility requirement stated above AND the educational requirement stated below.

Com! pleted a 4-year course of study leading to a bachelor's or equivalent d! egree. ( NOTE: You must submit college transcripts or a list of itemized courses that includes transcript-equivalent information, i.e., course title, semester/quarter hours, grades and degree earned.)

MINIMUM QUALIFICATION REQUIREMENT FOR INITIAL APPOINTMENT TO THE GS-07:

In order to qualify for the Human Resources Student Trainee position, GS-0299-07, you must meet the program eligibility requirement stated above AND one of the educational requirements stated below.

1 . A bachelor's degree that meets the requirements for Superior Academic Achievement through one of the following method:

2.95+ GPA overall or 2.95+ GPA in last 2 years (= or less than 10% Pass/Fail) ( NOTE : You must submit proof with your application.)

3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail) ( NOTE : You must submit proof with your application.)

Upper 1/3 ranking in graduating class ( NOTE : You must s! ubmit proof with your application.)

National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision ( NOTE : You must submit proof with your application.)

OR

2. Completed one full academic year of graduate education in a field which equipped you with the knowledge, skills and abilities necessary to perform the duties of this Human Resources Specialist position. ( NOTE : You must submit your college transcripts or an itemized list of courses that includes transcript-equivalent information, i.e., course title, semester/quarter hours, grades, etc.)

PROGRAM PROMOTION, COMPLETION AND CONVERSION:
Interns may be ! reassigned or noncompetitively promoted while on an Intern appointment.!

Upon completion of the Pathways' intern requirements, interns may be noncompetitively converted to a permanent position in the competitive service with promotion potential up to the GS-12 or equivalent grade in pay banded organizations (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.

To be eligible for conversion, Interns must complete the following: 1. Complete at least 640 hours of work experience acquired through the Internship Program, 2. Complete their degree or certificate requirements, 3. Meet the qualification standards for the position to which the Intern will be converted, 4. Meet agency-specific requirements as specified in the Participant's Agreement, and 5. Perform their job successfully.

Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptio! nal job performance.

In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640 hour requirement.

Time spent under previous Internship Program appointments may count towards required work experience hours.

Interns may be required to sign a mobility agreement upon noncompetitive conversion to the competitive service.

EDUCATION:
QUALIFYING EDUCATION FOR PATHWAYS PROGRAM ELIGIBILITY FOR INTERNS:

1) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education:

A technical or vocational school;

A 2-year or 4-year college or university;

A graduate or professional school (e.g., law school, medical school); or (iv) A home-school curriculum

Department of the Navy offers a comprehensive benefits package that includes, in part, paid vacation, sick leave, holidays and a 401K-type retirement plan. While serving on an Intern appointment, employees are ineligible for retirement coverage; however, upon conversion to the competitive service, they become eligible.

The hourly salary range for positions filled at the GS-4 is $13.41 to $17.43 / the GS-5 is $15.00 to $19.50 / the GS-7 is $18.58 to $24.16 (which includes a 14.16% locality supplement). OTHER INFORMATION:
