Description:
Receives and processes vendor invoices with purchase orders/direct orders for payment. Matches vendor invoices with purchase orders/direct orders and receiving reports. Invoices are compared with the purchase orders/direct orders to verify that prices, quantities and descriptions are correct. Unmatched items are questioned and resolved with the seller/department/program before payments are m! ade. Keypunch disbursement data into the State Automated Management and! Accounting System (SAMAS/FLAIR). Ensures the information keyed contains correct organization code, expansion option, object code, invoice number, contract number, amount, dates, vendor ID number & OCA. Create electronic invoice in MyFlorida Market Place (MFMP), verifying the goods and service have been received by the departments/programs. Ensures compliance to the 20-day period to submit the voucher authorizing payments of the invoices. Prompt Payment Compliance Standard: Complies with the mandatory requirements in Section 215.422, FS and Chapter 3A-24 of the Florida Administrative Code.
Audits regular vendor invoices, journal transfer invoices, and employee reimbursement vouchers for proper information, correctness, and completion according to DOH and DFS policies and procedures.
Audits and processes travel vouchers of employees and authorized personnel for completeness of information and supporting documents with 98% accuracy.
Conducts detaile! d research and analysis of invoices upon receipt for vendors and employee travel using FIS and the internal vendor logs to insure duplicate payments are not processed.
Approves purchases for official state business using the purchasing card in compliance with Florida Law and DOH rules and regulations governing purchasing policies and established guidelines for use. These include Florida Administrative Code, 60 A-1, FAC, Florida Statute Chapter 215, FS - Financial Matters and Chapter 287, Part 1, FS - Commodities, Insurance and Contractual Services.
Provides support to field staff on questions about purchase order invoice related matters as well as questions regarding the purchasing card. Contacts providers and vendors on problems concerning payments of invoices.
Completes the audit of monthly P-card reconciliation Reports, following established guidelines. Assists in gathering supporting documentation, justification for the purchase and other info! rmation requested during DFS/P-card post audits.
Prepares jour! nal transfers for state insurance matching, laboratory services, Suncom and other expense requests.
Reconciles the SAMAS/FLAIR encumbrance file to the hard copy of the purchase order on a monthly basis and completes a monthly status spreadsheet.
As required, distribute regular, OPS and supplemental salary warrants to employees.
Assists the Accounting Services Supervisor I in recording all unpaid obligations at year-end through certification forward procedure & verifies that all certified items are paid by September 30.
Assists the Accounting Services Supervisor I in analyzing the specific disbursement accounts, and researching vendor detail information as well assisting with any quick pay audit requests.
As needed, assists the Accounting Services Supervisor I with travel presentations.
Will assist in the yearly 100% inventory for the Nurse Issuance drugs and vaccines at all six center locations, including 3 local schools! (St. Pete, Clearwater, Pinellas Park, Largo, Mid County and Tarpon Springs), and may assist in the monthly and quarterly inventories as required.
Complete all DOH State Mandatory Training within the allotted timeframe.
